FOREST LAKE ASSOCIATION <br> WEDNESDAY, SEPTEMBER 30, 2009-6:30 P.M.<br> SWEETHEART INN President Chris DiBella called the meeting to order with all board members present.<br> All in attendance rose for the Pledge of Allegiance.<br> Motion made to waive and accept the minutes from the previous meeting on August 26, 2009. (UNAMIOUS) Treasurer Jeanne Pappalardo read the Treasure’s report:<br> September 30, 2009 checking account balance: $140.57 plus $10.00 cash.<br> September 30, 2009 savings account balance: $ 2,619.81<br> New member’s cash dues: $10.00 Jeanne will be writing a $30.00 check and $10.00 cash payment to The Sweetheart Inn for our refreshments from the last two meetings. New member in attendance was James Hajjar, a candidate for West District City Council.<br> Welcome Jim!!! There was discussion about the by-laws to put on next months agenda for the nomination of new officers for the association. Dave Aufiero made a motion to waive the by-laws this year because the officers are newly elected. Deb Quinn seconded the motion. (UNAMIOUS)<br> It was noted that nominations will occur next year. Dave Aufiero also gave us an update on the Long Term Lake Sub Committee:<br> He discussed how they met to form the letter to the Mayor from the Association. Chris DiBella commended the committee on a very well drafted letter and touched on the response from the Mayor’s office. (The notes of the meeting are posted with the minutes) The draw down started two weeks ago and will probably be fully drawn down in two more weeks, according to Conservation Officer Joe Giarrusso. Chris DiBella explained why this was done earlier; the Association had requested it so we could clean up around the lake. Wayne Couture had a copy of a city ordinance stating the draw down could not commence earlier than Nov. 1, he just wanted clarification because it was addressed from The Division of Fisheries and Wildlife. Dave Aufiero gave his opinion on why the draw down is being done and mentioned that the conservation officer knows whats best for the lake. Another reason was the stocking of the lake which occurred today. Wayne Couture stated he just wanted to know why this was in writing; he has no problem with the draw down. Chris DiBella asked if he could have a copy of the ordinance from Wayne. Al Torrisi said everything seems to be coming towards Palanga St. and the draw down will help us clean the lake around that area. Chris DiBella spoke about the testing on the lake and what was discussed at the meeting with the Mayor. (Attached) The main point was the Mayor would like a sub-committee from the association to sit with a grant writer from the city to see what grants are available. The Mayor asked Conservation Officer Joe Giarrusso to get prices for comprehensive testing on the lake to see if it would be advantageous for us to do testing in house or have an outside company perform the testing. Al Torrisi made a motion, seconded by Greg Kalvias to select Dave Aufiero, Gerry McCall and Kevin Flatley to the committee to meet in the second floor conference room and keep open communication between the association and the city. It was suggested a member of the board be in attendance as well. (UNAMIOUS) Chris DIBella commented on how impressive Dave Aufiero was with his knowledge of the lake and is happy to have him represent the Association. Everyone agreed. Regarding the sewage issue on the lake, there may be seven plus homes not currently tied in to city sewer. Joe Giarrusso will be sending a letter out to see if testing could be done on some of these homes. The main goal is the quality of the lake and anyone in the water shed not tied in, may be compromising the quality. That is the main goal for the testing. Chris noted the approach we will be seeking at this time is voluntary testing. Chris Dibella spoke of our action items:<br> Lake Clean-up- SUNDAY OCTOBER 25, 2009 10-1 <br> BOTH BOAT RAMPS! CLEAN UP MATERIAL WILL BE AT THE TOWN BEACH.<br> Starbucks coffee will post signs at their store and supply us with volunteers also.<br> ALL ARE WELCOME TO COME AND HELP CLEAN THE LAKE!!! Mayor Manzi will post the clean up on the city website. Jack Burke will help make flyers to post on the city website and at Methuen’s Fall Festival on October 24, 2009 at Grey Court Park. All debris will be picked up at both boat ramps Monday from the City. Al Torrisi asked about the liability. It was mentioned that the people are volunteers and it’s very similar to the spring clean-up. Jim Hajjar said this would be a great task for the Cub Scouts at the Marsh school and he will seek their support. Al Torrisi asked for a moment of silence for Eva Lavigne, he said she was a wonderful lady and a dear friend of the association for many years. Motion made by Chris DiBella to adjourn.
