President Chris DiBella called the meeting to order. <br> All in attendance rose for the Pledge of Allegiance.<br> '''Motion''': made to waive and accept the minutes from the previous meeting on February 24, 2010. '''(UNANIMOUS)''' Jeanne Pappalardo read the Treasurers report: Checking: $ 258.57 <br> Savings: $ 2619.81<br> We collected $ 10.00 for dues last month. We paid Mike Condon $20.00 for last meeting. <br> Jeanne announced if anyone wants to pay their dues she would gladly accept it. OLD BUSINESS:<br> Jennifer Kannan sent out over 100 letters to the residents in the watershed. There were a few new members that attended who received the letter.<br> The Association welcomed: Andrew Bolduc, John and Linda Digney and Deborah EBil. (Sp)<br> Jennifer also sent a letter to the City Council and the Mayor requesting the streets around the lake are given top priority and are swept earlier in the season.<br> Jack Burke spoke about how he would like to re-establish The Forest Lake Commission.<br> He said that he was a member some years ago but felt if the Health Department, Recreation Department and Conservation Department were all involved that it could have been more effective. Jack read the original ordinance to the Association. He said it was still in the Municipal Code and felt that there is some funding available.<br> Wayne Couture questioned if there is money in the funds Jack is speaking about. He asked to get a definite answer.<br> Jennifer Kannan spoke about some pros and cons; she stated that the current Forest Lake Association has been very productive and it seems to have a positive relationship with the City. Jennifer also mentioned that there was a good crowd at the meeting and that the City is working on securing the grant which the Association brought forth and felt that two groups striving for the same goal may dilute each other.<br> Dave Aufiero said he was on the Commission years ago also and said at first it did well, and then it fizzled.<br> Chris DiBella said both are valid points, but the Commission may be redundant.<br> Steve Zanni said in his opinion if all the City Departments as Jack mentioned were involved, then the Commission may be something to look into.<br> '''Motion:'''The Association voted to set up a sub-committee to gather information on re-establishing The Forest Lake Commission requested by member Jack Burke. '''(UNANIMOUS)'''<br> The Sub-Committee members are: Jack Burke, Kevin Flatley and Dave Marsh. <br> Greg Doyle said he would like to see a mission statement for the Association.<br> He said it would keep us more focused.<br> Chris DiBella felt we have done a lot. He mentioned the grant, and the work we did to bring it to fruition.<br> Dave Aufiero said we do have a mission statement and he read it to the Association. SUB-COMMITTEE REPORT: The Sub-Committee met on Wednesday March 31, 2010 with Joe Giarrusso and Brian LaGrasse. Members in attendance were: Kevin Flatley, Gerry McCall, Dave Aufiero, Jeanne Pappalardo and Jennifer Kannan. The discussion was about the 604B Grant. Joe said the grant was in before the deadline. The grant would allow testing of the lakes water quality, re-mapping, monitoring the draw down and making sure all the sampling done meets EPA requirements. This is about a two year comprehensive study. The City should know if they receive the grant by mid to late May. <br> Gerry McCall was glad to hear that the water treatment plant will be certified so the can do their own ambient water testing. Gerry also asked Joe if there were any educational aspects from the grant.<br> Joe Giarrusso said yes; education for people who live in the watershed. <br> Kevin Flatley noted that there is about 290 thousand dollars for all 604B grant seekers.<br> He said getting the grant would be great but it’s not guaranteed.<br> Dave Marsh asked Joe if the draw down helped down river.<br> Joe stated that with the few early storms we had its hard to tell. You really can’t see the effect Harris Brook has had on the Spicket River.<br> Greg Doyle had a question that is currently happening to him, which may help someone around the lake. He is having an issue with moss and asked Joe for any suggestions. Joe said just don’t double up on the dosage of what you have been using. He also said he would call his contact at the DEP for some more suggestions.<br> Andrew Bolduc asked if there is an adverse effect to the proportion of flooding to the draw down.<br> Joe said the draw down freezes root systems in the fall/winter. The water is clean because the rain is flushing it out.<br> Dave Aufiero mentioned how Joe Giarrusso was able to have Lycott help him write the grant and how this helped the Association save money.<br> The Association would like to thank Joe Giarrusso for writing the grant and coming to the meeting and explaining the entire process to us. '''Thanks Joe!!'''<br> There were questions about the types of testing to be done on the lake. Joe Giarrusso, Gerry McCall and Dave Aufiero who are all very knowledgeable about the types of testing needed or have already been done addressed all questions and concerns. DISCUSSION:<br> Just a friendly reminder: Please pick-up after your dog(s).<br> The Association will need to establish a new address for mailings.<br> Chris DiBella will set this up using Greg and Angela Kalivas address.<br> Jack Burke asked permission from the Association if they would authorize him to post the Associations website on GuideStar.
