Treasurer’s Report: <br> Checking Account Balance as of February 28, 2011- $177.45 <br> Savings Account Balance as of February 28, 2011 - $2,619.81 <br> Greg Kalivas started out the meeting by saying we now have the Lycott Study electronically available thanks to Jack Burke. Now we can put it on the web-site for all to view. <br> Tonight we will be taking a vote to see what recommendation the Association wanted to give to the Mayor as far as do we want the lake to be treated with chemicals or bottom barriers.<br> Dave Aufiero started the debate and talked about his knowledge on the studies and the treatments that have been done on the lake over the years.<br> He said the chemical Diquat, which would probably be the chemical used if approved, has been used for roughly 40-50 years with no known side effects that are really detrimental. <br> Dave Marsh asked if Diquat is an herbicide.<br> The answer is yes. <br> Dave said he is strongly opposed to using chemicals in the lake. He said as a veteran of Vietnam he is experiencing issues due to chemicals used back then.<br> Wayne Couture asked when is the optimal time if we were to use chemicals on the lake.<br> The answer is late July or early August.<br> Joe Giarrusso has been checking how DEP would feel about this type of management. <br> DEP would want to be sure we went through steps A, B and C before we use chemicals.<br> Jennifer Kannan asked Joe Giarrusso how ALL the lake front abutters would be notified in the event a chemical treatment was to be applied.<br> Joe said through a paper notification, possibly each resident could receive a written correspondence we could also put it on the City web page and even the FLA web page.<br> Jeanne Pappalardo asked if we have our finance and permits all set would we be ready by July/August.<br> Joe said it is ultimately up to the Mayor. <br> As far as what weeds need to be treated, Joe said we will only look at certain areas. We would do it in a manner that would be safe for the lake.<br> Dorothy Landry asked:<br> 1) What are the weeds effects other than being a nuisance?<br> 2) What’s the effect on the eco-system?<br> Dave Aufiero said first the safety and also the weeds could eventually take over the lake. Dave Marsh expressed his concern that two years ago the town beach was closed due to bacteria issues; however the lake front owners were never notified. He asked if there could be a better way for them to be warned also. Greg Kalivas stated that is something we as an Association could look into this upcoming year. Dave Marsh also asked who would be responsible if something happens with the chemicals such as liability. Joe said that if the City went forward the Solicitor would have to review all matters. Jack Burke stated he was not a chemical proponent. <br> He grew up with chemicals that have caused hazards ''(*i.e DDT and thalidomide*).''<br> Even though Diquat is acceptable here in the U.S. it is not overseas. <br> He said the weeds come and go, just because the Mayor may be willing to fund this does not mean we have to. <br> ''(* The weeds wax and wane, he has heard no reason except that we have a willing Mayor, to justify NOW. No environmental rationale*)''<br> He wanted to know where the 7-8 acres of weeds are. No one has mentioned that. <br> He also agrees the barriers would be very expensive ''(* if used for the 7-8 acres mentioned*).'' <br> He suggested using them in the public areas ''(* town beach and both noat ramps*).''<br> Greg Kalivas said since he has lived on the lake the southwest corner has grown a lot. He used to be able to jump off his dock know the weeds are terrible. Greg also stated he is not one to put chemicals into the lake but maybe we could pick hot spots and a few residents could put the barriers and the City could put barriers at the Public beach that may help. Fred Wagner asked what Diquat does to fish. The answer was nothing. Joe Giarrusso stated there may be grants for Lake Associations to get barriers. After discussion Greg Kalivas mad a motion to see how many members wanted to treat with chemicals. <br> Jeanne Pappalardo seconded. <br> '''(note: during voting, jeanne Pappalardo, Jennifer Kannan and Joe Giarrusso abstained)'''<br> The motion failed. (* Vote yes=7, no= 5*) <br> Greg made another motion to treat with barriers. Jennifer Kannan seconded. The motion passed. (* vote yes=6, no=6*) Angela Kalivas remembered that she had two correspondences from members who were unable to attend. <br> They both said they voted in favor of treating the lake chemically. A motion was then made: The Forest Lake Association will send a recommendation to the Mayor that they would like him to treat the lakes weeds with chemicals. Vote was taken: It was a very close vote with the majority accepting the recommendation. The Sub-Committee will now set up an appointment with the Mayor to discuss this. It was noted that they will convey the vote was very close and some people wanted barriers. Other Business: Jack Burke suggested updating By-Laws of the Association. Jennifer Kannan said she will put that on the next Agenda. The street sweeping request has been sent to the Mayor asking to sweep earlier around the lake so most of the sand and salt does not go into the lake.
